Salary range: $96,516.94 - $118,643.97 Annually

The City of Spring Lake Park is seeking a highly qualified and motivated individual to join our team as the Public Works Director. As the Public Works Director, you will be responsible for planning, organizing, and directing various public works and public utility functions, including streets, drainage, water and sewer utility, sanitation, and related areas. You will work closely with city management and other departments to ensure efficient operations and delivery of services. This position reports to the City Administrator, Clerk/Treasurer and involves departmental supervision of all personnel within the department.

Responsibilities:

  • Oversee the maintenance and repair of streets, water and sewer lines, water treatment plant, buildings and grounds, spring clean-up, fall leaf pick-up, snow removal, inspections, and construction.
  • Coordinate projects with engineering staff and assist other city departments as needed.
  • Assign, direct, train, and review staff work; recommend hiring, disciplinary actions, and termination of department staff; perform staff evaluations and provide coaching or counseling.
  • Respond to concerns, issues, and complaints from the public, management, and regulatory agencies; resolve as appropriate.
  • Oversee and inspect field operations.
  • Prepare and manage the department budget.
  • Research the feasibility and cost of public works projects and make recommendations.
  • Develop and recommend major capital expenditure proposals; assist in updating the capital improvement plan; prepare bid specifications and proposals for equipment purchases.
  • Determine needs and develop plans and specifications for infrastructure maintenance and repair.
  • Determine appropriate inventory levels and oversee the use of materials.
  • Perform and monitor safety checks of city facilities to ensure compliance with state and federal standards.
  • Prepare and maintain various office files, accounts, and records.

Qualifications:

  • Comprehensive knowledge of civil engineering practices as applied to public works and public utility maintenance and repair.
  • Thorough knowledge of municipal public works and public utility administration, planning, and design.
  • Strong skillset in the use of personal computers, associated software packages, hardware, and peripheral equipment.
  • Skill in budget planning, development, and control techniques.
  • Ability to review and analyze plans and specifications for construction and operation of treatment facilities and collection and distribution systems.
  • Ability to formulate comprehensive operational policies and procedures.
  • Effective oral and written communication skills; ability to prepare technical reports and read plans and drawings.
  • Strong supervisory skills; ability to establish and maintain effective working relationships with various stakeholders.
  • High School diploma or GED and extensive experience in public utility operations and management, including supervisory and administrative experience, or an equivalent combination of education and experience.

Physical Requirements:

  • Ability to exert physical force, including lifting up to 50 pounds and performing repetitive motions.
  • Regular standing, walking, reaching, and occasional climbing, stooping, kneeling, and crouching.
  • Close and distance vision, depth perception, color perception, and peripheral vision required.
  • Vocal communication and hearing abilities necessary.

Environmental Conditions:

  • Work may involve exposure to moving mechanical parts, fumes, outdoor weather conditions, wet/humid conditions, high places, toxic/ caustic chemicals, extreme cold/heat, risk of electrical shock, vibration, and bloodborne pathogens.
  • May require wearing specialized personal protective equipment.
  • Work location may involve loud noise levels.

Special Requirements:

  • Minnesota Class C Water and Class SC Wastewater licenses within one year of hire.
  • Must meet and maintain all training and education requirements for the position.
  • Valid commercial driver's license with Class B, Air Brakes, and Tanker endorsement in the State of Minnesota.
