2026 Street Improvement Project

The City of Spring Lake Park is planning the 2026 Street Improvement Project as part of its ongoing pavement management program. The proposed project is intended to preserve existing streets, extend pavement life, and maintain safe, functional roadways for residents, businesses, and visitors. The feasibility report identifies the project as a mill and overlay project with select curb and gutter repairs, consistent with recent street improvement work completed in the city.

Streets Included in the Project

The proposed 2026 Street Improvement Project includes improvements to:

  • Plaza Boulevard (from 85th Avenue to the south end)
  • Theorin Terrace (between Plaza Boulevard and Center Drive)
  • Center Drive (from 85th Avenue to TH 10 Service Drive)
  • Sunset Road (from 85th Avenue to TH 10 Service Drive)
  • A portion of the TH 10 Service Drive (from the County Road 10 traffic signal to the west driveway for Oak Crest)

Proposed Improvements

The project consists primarily of a 2-inch mill and overlay, along with select repairs to existing concrete curb and gutter, replacement of certain castings, and related restoration work. The project does not include major utility reconstruction. No sanitary sewer or water main upgrades are proposed as part of this work.

These streets were largely last paved in 1997, with the TH 10 Service Drive last paved in 2001. The report concludes that the proposed improvements are necessary and cost-effective based on the age and condition of the existing streets and the City’s long-standing street maintenance practices.

Estimated Project Cost

The total estimated project cost is $577,200. Of that amount, approximately $501,592 is proposed to be assessed to benefiting properties, with the remaining share funded by the City in accordance with established assessment practices.

The proposed assessment rates in the feasibility report are:

  • $2,456.25 per single-family residential parcel
  • $59.57 per front foot for non-residential property

Proposed Timeline

The feasibility report outlines the following proposed timeline for the project:

  • March 2, 2026 - Accept Feasibility Report and Call for Improvement Hearing
  • March 31, 2026 - Open House on 2026 Street Improvement Project (City Hall)
  • April 6, 2026 - Public Improvement Hearing and Authorization to Prepare Plans and Specifications
  • April 20, 2026 - City Council approval of Plans and Specifications and Advertise for Bids
  • May 2026 - Open Bids
  • May 18, 2026 - Declare Costs and Order Final Assessment Roll
  • June 1, 2026 - Receive Assessment Roll and Order Assessment Hearing
  • June 15, 2026 - Public Assessment Hearing and Award Contract
  • July 2026 - Begin construction
